If I remember right, IRS just had typewriters clacking away. That's pretty awful.
But my vote goes to anything that's all auto tuned to hell. Like Brie Bella, etc.

If we're going with themes that weren't just noises (Isaac Yankem, IRS, RTC, etc).
The most grating, with reason, is Jillian Hall's music, even without her intentionally terrible singing it would have terrible lyrics anyways.
