From clips that I've seen, there's a soft spot in my heart for The Shockmaster.
I don't think it counts as "Bad", but I also enjoy uTami Nakano (Utami Hayashishita when she imitates Tam Nakano) quite a bit.

I'm not sure but recently Josh showed me something where Starlight Kid brainwashed someone to be a villain and they sounded like a Power Ranger antagonist, with a terribly distorted generic villain voice. Absolutely brilliant.
